BPA Eligibility
(Authorized BPA Users):
- All U.S. Army authorized purchasers.
- All National Guard authorized purchasers.
- All Department of Defense authorized purchasers.
- Agency-sponsored universities and laboratories nationwide.
- All Federal Government authorized purchasers (Modified
2/11/03 to include other than DOD)

Contract Advantages:
- Delivery Order against a contract -- not a Purchase Order
against a schedule.
- Contract meets all CICA (Competition in Contracting Act)
requirements. Does not require further competition.
- Discounted pricing is based on commercial pricing, and
since the rates as offered are equal to or less than the
rates as offered to the general public, the pricing upon
which this BPA is based is determined to be fair and reasonable.
- Coverage -- highly efficient ReFLEX® 25 digital point-to-multipoint
platform offers higher signal strength, in-building penetration,
and far greater landmass and population coverage of cellular,
PCS, and wireless broadband combined, providing coverage
to more than 93% of the U.S. population.

To PLACE ORDERS under this BPA:
An authorized purchaser must possess and provide
a BPA Call Order Number to Arch Wireless. A Warranted Contracting
Officer will provide a BPA Call Order Number to authorized
purchasers. The following may be authorized purchasers.
NOTE: A BPA Call Order
Number is the alpha number identifier for each BPA Call
Order as set forth for this BPA by ITEC4-West or a Warranted
Contracting Officer who is employed by the Federal Government.
